Save Dallas City Hall Coalition sues Dallas over alleged landmark neglect

The Save Dallas City Hall Coalition has filed a lawsuit in Dallas County District Court against the City of Dallas and several municipal officials, including Mayor Eric Johnson and City Manager Kimberly Bizor Tolbert. The coalition is seeking court orders to compel repairs and preservation efforts for the historic City Hall building, which was designed by architect I. M. Pei.

The lawsuit alleges “demolition by neglect,” claiming the city has failed to conduct required inspections, meetings, or reports mandated by city code. This legal action follows a June City Council vote to halt repairs and a directive to explore moving city operations out of the building.

The coalition suggests that the decision to cease maintenance may be linked to ongoing evaluations of the property for redevelopment, which could include a potential Dallas Mavericks basketball arena and entertainment district. The group argues that the historic structure must be maintained regardless of whether city operations eventually relocate.
