Sébastien Lecornu announces new immigration measures in Mayotte

During a visit to Mayotte, French Prime Minister Sébastien Lecornu announced a series of measures to combat illegal immigration. A key component of this strategy is the conditioning of public development aid for several African nations, including Comoros, Burundi, Tanzania, Democratic Republic of the Congo, Rwanda, Somalia, and Kenya. France intends to implement a 'bonus-malus' system, where aid levels are tied to a country's cooperation in fighting human traffickers and their ability to accept the repatriation of undocumented migrants. This policy is expected to be introduced in 2026, with more structural changes following in 2027. Lecornu clarified that direct humanitarian aid for populations in conflict zones will remain unaffected.

To bolster security in the archipelago, the government plans to increase the number of interceptor vessels from nine to thirteen by 2028 and deploy drones and captive balloons for surveillance. Additionally, a detachment of the Foreign Legion will be stationed at M’tsamboro.

On the domestic front, Lecornu announced that the Mayotte hospital center will revert to a system where undocumented foreigners and non-affiliated individuals must pay for medical care directly to the facility's management. This move is part of a broader effort to manage the impact of migration on local services.
