France: PM Lecornu denies 2027 budget austerity rumors

French Prime Minister Sébastien Lecornu has issued a series of denials regarding rumored austerity measures for the 2027 budget. Specifically, he rejected claims that the government plans to suppress student housing benefits (APL), freeze the RSA (social solidarity income) or minimum old-age pensions, revise personal service tax credits, or increase income tax.

Lecornu emphasized that the 2027 budget is still in preparation and that final decisions will be made transparently. However, the government faces significant economic pressure, including a debt that could reach 130% of GDP by 2030 and a deficit projected at 5.1% in 2025.

An Inspection générale des finances (IGF) report warns of the risks associated with relying on the special law mechanism—which allows the state to function by reconducting the previous year's budget—if a budget cannot be passed by Parliament. The report suggests that a prolonged use of this mechanism could increase the 2027 deficit by at least 0.5% of GDP and cause major disruptions in sectors such as defense, construction, agriculture, and research.
