France budget: Proposed 150 billion euro savings plan and social benefit cuts

The French government is outlining significant austerity measures and budget reforms for 2027. Gabriel Attal has proposed a 150 billion euro savings plan over five years to stabilize public finances, which includes potential reductions in social spending and a reduction of up to 100,000 civil servants through voluntary departures.

Specific social benefits are under scrutiny. The government is considering a 600 million euro cut to the school start allowance (ARS). An Emmaüs France study highlights that this allowance is a vital resource for approximately 3 million families, serving as a defense against precariousness. Additionally, Labor Minister Jean-Pierre Farandou has suggested a possible freeze on the activity bonus (prime d’activité) for the coming year.

To avoid political instability and potential censure motions, Prime Minister Sébastien Lecornu has reached out to the Socialist Party to negotiate a budget compromise. This follows previous successful negotiations that allowed the government to pass budgets without a vote. Meanwhile, the political landscape remains fragmented as the country prepares for the 2027 presidential elections.
