Óscar López announces decree to exempt unions from lobby law

Óscar López, the Minister for Digital Transformation and Civil Service, has announced a new Royal Decree-Law intended to clarify the application of the ‘lobby law’. The measure aims to ensure that labor unions and employer organizations, such as CEOE, are not classified as ‘lobbies’ or interest groups.

This announcement follows complaints from unions like UGT and CCOO regarding the current regulations. López stated that social dialogue is protected by constitutional standing and should remain separate from the regulation of interest groups. He committed to delivering this clarifying modification before the end of October to reinforce that social dialogue remains outside the scope of lobby legislation.
