Scarborough, Maine Town Council Calls for Review of ICE Facility

The Scarborough Town Council voted unanimously to adopt a proclamation urging the U.S. Department of Homeland Security and Maine’s congressional delegation to review, relocate or close the Immigration and Customs Enforcement processing center at 40 Manson Libby Road. The town has no authority to shut the facility, which is the only ICE processing site in the state, but the council seeks greater transparency and accountability and asks that the facility’s necessity be reassessed.

The action follows weeks of public demonstrations and petitions after the July 13 fatal shooting of 25‑year‑old Colombian national Johan Sebastián Durán Guerrero during an ICE operation in nearby Biddeford. The shooting is under investigation by federal agencies, and the incident has become a catalyst for a broader political push against ICE in Maine.

Local activist groups and residents rallied outside Scarborough Town Hall, expressing fear and anger toward the federal presence, while state Democratic leaders have echoed calls for stricter oversight of immigration enforcement.
