School bullying requires collective action and legal accountability

School administrators are being advised against concealing bullying incidents to protect institutional reputations, as such actions may expose schools to civil lawsuits from victims' families. Mimi Sintia Mohd Bajury, Head of the Centre for Advocacy and Dispute Resolution at Universiti Teknologi MARA (UiTM), noted that victims have the legal right to claim compensation for injuries, losses, or death under civil law.

There are calls to review existing legal provisions to allow for harsher punishments for minors involved in serious bullying cases. Experts suggest establishing accessible, confidential reporting mechanisms and ensuring transparent investigation procedures.

Former Education Minister Datuk Seri Mahdzir Khalid emphasized that addressing bullying requires a collective effort from parents, teachers, schools, and the community, rather than placing the sole responsibility on the Ministry of Education. He highlighted the complexity of modern bullying, which includes physical, mental, and psychological pressure, often exacerbated by social media influence. He also noted the need for stronger support systems, such as increasing the number of school counselors.
