Scottish Government faces scrutiny over AI data centre regulations

The Scottish Government is facing scrutiny over its handling of AI data centre developments and the lack of a standardized definition for “green” facilities. Concerns were raised after First Minister John Swinney referred to an Edinburgh-based data centre project as “green,” despite the development reportedly utilizing 200 diesel backup generators. The Public Finance Minister clarified that the “green” label was adopted directly from the developer’s own description, leading to accusations from Scottish Greens MSP Patrick Harvie that the industry is effectively regulating itself.

In response to growing environmental and community concerns, two Holyrood committees—the Climate Action Committee and the Economy, Tourism and Energy Committee—are launching joint investigations into the impact of planned hyperscale data centres. These inquiries will examine environmental factors, such as air and water quality, biodiversity, and waste management, alongside the economic and energy implications of more than 20 proposed developments across Scotland.

Public Finance Minister Hannah Mary Goodlad has pledged that new planning guidance for data centre developments will be delivered before Christmas.
