SDE-OAVCT union contests new OAVCT revenue deposit policy
The Syndicat pour la Défense des Employés (SDE-OAVCT) has issued an open letter to OAVCT Director General Jocelyn Pierre contesting a July 2026 decision to change revenue deposit procedures. The new policy allows branch and regional directors to make bank deposits on a weekly basis rather than the previous daily requirement.
The union expressed concerns regarding financial transparency, internal controls, and the difficulty of daily fund reconciliation and traceability. Additionally, the SDE-OAVCT warned that holding large amounts of cash in offices for several days poses security risks to employees.
The union highlighted significant monthly revenues at specific locations, including approximately 30 million gourdes at the Delmas 33 annex, 22 million gourdes in Pétion-Ville, and 18 million gourdes at the Cap-Haïtien regional office. The SDE-OAVCT is demanding a return to daily deposits and the regular publication of collected revenue to ensure accountability.
