Separately, the United States and Lithuania signed a memorandum of understanding to establish a Critical Minerals Framework. This agreement aims to secure supply chains for materials essential to economic growth and national defense. The two nations committed to identifying priority projects and mobilizing both government and private-sector financing within six months, with a specific focus on economic security and sectors such as photonics.
