Securities Commissions Accelerate Blockchain Filings and Crypto Regulation

The Philippines Securities and Exchange Commission has launched VERITAS, a blockchain‑based platform that digitises the signing and authentication of regulatory documents. Integrated with the SEC’s eSECURE and eSAP systems under Memorandum Circular No. 23, Series 2026, VERITAS allows credentialed users to submit articles of incorporation, bylaws and other filings electronically, giving the documents the same legal validity as traditional notarised papers while enhancing security and efficiency.

In the United States, the Securities and Exchange Commission said it is prepared to draft its own cryptocurrency rules if Congress does not enact the Digital Asset Market Clarity Act. The act, which would clarify regulatory responsibilities between the SEC and the CFTC, has cleared the House and a Senate banking committee but remains unsigned. The SEC’s stance has lowered market expectations for the bill’s passage and signals potential regulatory uncertainty for crypto markets.

Both developments illustrate how securities regulators are expanding digital‑technology tools and preparing new frameworks to govern emerging digital assets.
