Security initiatives proposed in Mexico and Peru amid policing challenges
In Mexico, Senator Gabriel Elizondo Pérez has proposed a constitutional initiative to establish a Permanent Federal Fund to strengthen state and municipal public security institutions. The proposal aims to provide earmarked resources for professionalization, certification, equipment, technology, and crime prevention. Elizondo noted that currently, only 62.8% of municipal police officers hold a Unique Police Certificate, and 93.2% of crimes go unreported.
In Peru, the Arequipa region is facing a significant police shortage, with only 199 officers per 100,000 inhabitants. Data from the National Observatory of Citizen Security indicates that public trust in the National Police has declined, falling to 11.5% in 2025. While reported crimes saw a slight decrease, violence against women remains the most frequent offense. In response, five districts in Arequipa have signed an agreement to implement the 'Serenazgo sin Fronteras' initiative to coordinate video surveillance and eliminate jurisdictional limits.
