Sedatu clarifies property tax and land use in ZMVM planning program

The Secretariat of Agrarian, Territorial, and Urban Development (Sedatu) and the Mexico City government are addressing controversies surrounding the Metropolitan Planning Program for the Valley of Mexico (POZMVM). Officials, including Sedatu Undersecretary José Alfonso Iracheta, have clarified that the program is a coordination tool for 84 municipalities and does not have the authority to mandate direct increases in property taxes (predial).

However, the program suggests aligning cadastral values more closely with commercial market values, a move that has sparked concerns regarding potential tax hikes. Additionally, the document includes provisions for managing vacant or underutilized land, which critics and members of the PAN party argue could lead to forced sales or auctions of private property.

Mexico City Mayor Clara Brugada Molina stated that her administration will submit formal observations to Sedatu to clarify these points and prevent misinterpretations. The public consultation process for the program is ongoing, intended to refine the document before its final version is established.
