Sejong City to host 44 relocated central government agencies by 2031

The South Korean government has announced a plan to relocate 44 central administrative agencies from the Seoul metropolitan area to Sejong City by 2031. This move aims to reduce concentration in the capital and strengthen Sejong's role as the nation's administrative hub.

The relocation will involve approximately 9,929 civil servants. The process will be conducted in two phases: 27 agencies will move by 2027 using leased private spaces, while 17 agencies requiring independent facilities—including the Ministry of Foreign Affairs, Ministry of Unification, and Ministry of Defense—will relocate by 2031 following the construction of new buildings. The estimated cost for new office construction is approximately 3.1 trillion won.

To support the transition, the government is considering relocation assistance such as moving expenses and temporary transportation support. Sejong City Mayor Cho Sang-ho welcomed the decision, calling it a major step toward an era of dual capitals with Seoul as the economic center and Sejong as the administrative center. However, successful implementation requires legal amendments to the Happy City Act to allow the relocation of currently excluded ministries.
