Selwyn council debates Christchurch merger amid debt concerns

Selwyn District Council is weighing three restructuring options ahead of a government deadline: becoming a unitary authority, merging with Ashburton, or joining a greater Christchurch amalgamation that could also involve Waimakariri and possibly Hurunui or Kaikōura. Mayor Lydia Gliddon said the district remains open to all options but stressed the community’s voice, noting that a survey shows some residents oppose a merger with Christchurch.

Councillors highlighted Christchurch’s high debt level – around $2 billion compared with Selwyn’s $200 million – as a key factor. Gliddon acknowledged the debt gap and warned it could affect cost‑harmonisation over time. Christchurch Mayor Phil Mauger said there is a consensus that Canterbury must respond to the reforms and that a proposal must be presented to the central government within the next month.

The debate continues as the council gathers data to inform ratepayers before any final proposal is submitted.
