China faces 15-year gap in advanced chipmaking tools

China faces a significant technological gap in advanced semiconductor manufacturing, particularly in extreme ultraviolet (EUV) lithography. According to analysts from UBS Group AG, China’s current EUV capabilities are comparable to the technology level held by the Dutch company ASML in 2004. Experts from the Zeiss Group estimate that Beijing may require approximately 15 years to develop its own functional EUV lithography machines.

While the gap in EUV technology is substantial, China is expected to make faster progress in deep ultraviolet (DUV) lithography. Projections suggest China could achieve mass production of DUV machines within two to five years. This progress is part of a broader push for supply chain self-sufficiency; in 2026, roughly 60 percent of Chinese firms were contributing to these efforts, up from 41 percent four years prior.

US export controls aimed at restricting access to high-end chips and manufacturing tools have shaped this landscape. However, some industry leaders, including executives at Zeiss, suggest these restrictions may inadvertently accelerate domestic innovation in China. Meanwhile, Chinese companies are increasingly focusing on technological chokepoints, with approximately 20 percent of recent IPOs on the Shanghai Star Market targeting these critical areas.
