Sen. Josh Hawley targets USPS bonuses and votes against crypto Clarity Act

The Senate Homeland Security and Governmental Affairs Committee approved Senator Josh Hawley's "No Bonuses for Bad Service Act," which would bar the United States Postal Service board from granting any additional compensation to the Postmaster General or Deputy Postmaster General unless the agency meets a 95% on‑time delivery rate for all dominant mail products. The measure also requires the USPS to submit an annual delivery‑rate report to the Postal Regulatory Commission. The bill comes amid reports of significant USPS financial losses, missed service standards and a recent discovery of undelivered mail in Missouri, while leadership has received bonuses, including a $170,000 payment to Postmaster General David Steiner.

Separately, Senator Hawley broke with most of his party by voting against the Digital Asset Market Clarity Act of 2025. He argued the legislation does not adequately protect community banks from deposit flight caused by stablecoin reward programs, which could divert funds from small‑town banks and reduce their lending capacity. The Clarity Act passed the House 294‑134 and cleared the Senate Banking Committee 15‑9, but still faces a filibuster hurdle. Hawley's opposition highlights concerns that any interest‑bearing stablecoin rewards may function like traditional deposits, threatening the financial health of rural banking institutions.
