Senasa fraud investigation: Prosecutors seek detention for 26 suspects FAST-MOVING
The Dominican Republic's Public Ministry is pursuing a major corruption investigation known as Operation Cobra 2.0-A, involving alleged fraud within the National Health Insurance (Senasa). Prosecutors are seeking 18 months of preventive detention for 26 defendants, including several medical professionals and former Senasa employees. The prosecution has also requested that the case be declared complex.
The investigation focuses on approximately 4,363 medical authorizations totaling roughly RD$41.1 million between January 2021 and February 2025. Key irregularities identified include medical services being billed for affiliates while they were outside of the Dominican Republic, and fraudulent billing for procedures such as mammograms assigned to male patients. Some patients reported they never requested or received the services listed in their medical histories.
