The email, sent on December 15, 2025, by Emily Underwood, a Deputy Assistant to the President and Senior Policy Strategist, instructed five federal agencies to discuss “immediate actions” regarding the state. The message suggested adjusting federal grants and supports to align with administration priorities.
The email surfaced during discovery in a lawsuit filed by Colorado Attorney General Phil Weiser. The litigation challenges the administration’s decision to relocate U.S. Space Command from Colorado Springs, alleging the move was a retaliatory measure against state officials rather than a strategic decision.
Following the report, Emily Underwood announced her departure from the White House to join a private equity firm in Austin, Texas. Underwood worked directly under White House Deputy Chief of Staff Stephen Miller, who praised her contributions to the administration.
