The bill, which would also allow purchases in border areas, faces strong opposition in the north‑western province of Salta, where Governor Gustavo Sáenz, together with governors Osvaldo Jaldo and Raúl Jalil, warned that the proposal lacks the necessary votes.
The provincial bloc’s pressure forced the government to withdraw the chapter from the Senate agenda, marking a setback for Milei’s agenda and highlighting the delicate balance the administration must strike with provincial legislators to pass reforms.
