Senator Mario Vázquez proposes binational fund to address drought

Mexican Senator Mario Vázquez Robles has proposed the creation of a Binational Compensatory Fund to support agricultural producers affected by drought in both Mexico and the United States.

Vázquez Robles addressed concerns regarding potential efforts by the United States to link USMCA trade relations to water delivery under the 1944 Water Treaty. He argued that water is a matter of hydric and food security and should not be used as a tool for commercial pressure or as a pretext for imposing tariffs. He emphasized that there is no legal relationship between the USMCA and the 1944 Water Treaty.

The senator suggested that both nations should share responsibility for climate-related challenges, using the proposed fund to compensate farmers and invest in water-efficient technologies, modernized irrigation systems, and hydraulic infrastructure.
