Former staffers reported that the office often functioned as a campaign arm rather than a taxpayer-funded Senate office. While Marshall’s recent FEC records showed no campaign staff had been paid in five years—a situation experts called potentially unprecedented—his chief of staff recently stated that the campaign does now employ paid staff, though no specific details were provided.
