Senator Susan Collins faces allegations of pay-to-play scheme involving defense contractor

An investigation by ProPublica has raised allegations of a pay-to-play scheme involving Republican Senator Susan Collins of Maine. The report suggests that defense contractor Navatek made illegal donations to Collins’s 2020 campaign, which were allegedly linked to the subsequent awarding of multimillion-dollar government contracts to the company.

According to the reporting, former Navatek chief Martin Kao claimed the company provided financial support to political campaigns to secure government access. While Collins’s office has vigorously denied bribery allegations, her deputy chief of staff noted that the campaign disgorged contributions made by Kao without their knowledge. However, internal emails suggest staff may have been aware of the arrangement, including correspondence following a $150,000 donation.

The investigation also notes that the FBI had previously looked into these connections. The report claims that investigators building the case were dismissed following Donald Trump’s return to the White House in 2025, which reportedly slowed investigations into public corruption.

In response to the allegations, several Republican senators, including John Thune and John Cornyn, have publicly defended Collins, dismissing the claims as baseless.
