Senator Ted Cruz blocks Senate AI safety legislation

Senator Ted Cruz has blocked the Artificial Intelligence Risk Management and Security Act of 2026, preventing its advancement through unanimous consent in the Senate. The legislation, sponsored by Senators Mark Warner, Brian Schatz, and Andy Kim, aimed to establish a permanent AI Safety Board within the Department of Commerce. This board would have been empowered to enforce compliance standards for frontier AI models, including a requirement for developers to grant the board access to models 45 days prior to public release.

Cruz, who chairs the Senate Commerce Committee, opposed the bill on the grounds that it would grant the federal government “unbound discretion” in regulating private companies. While the bill sought to address data privacy, accountability, and algorithmic transparency, critics and Cruz argue that such sweeping regulations could stifle technological innovation. Although negotiations involving other senators have stalled, Cruz has indicated an intention to collaborate with Democrats on future legislation to find a balance between safety and progress.
