Senators introduce bipartisan bill to bolster telecom cybersecurity
U.S. Senators Mark Warner and Ted Cruz have introduced the Telecommunications Cybersecurity and Resilience Act, a bipartisan bill aimed at establishing voluntary cybersecurity standards for the telecommunications sector. The legislation follows the Salt Typhoon hacking campaign, which officials described as the worst telecom intrusion in U.S. history. The campaign, attributed to Chinese-backed actors, reportedly breached major carriers including AT&T, Verizon, and Lumen, allowing hackers to access call detail records and, in some instances, intercept audio and text.
Rather than imposing rigid federal mandates, the bill proposes the creation of a Telecommunications Cybersecurity Working Group within the National Telecommunications and Information Administration (NTIA). This group would consist of telecommunications companies, suppliers, cybersecurity experts, and federal officials working together to develop industry-specific best practices and an optional certification process. The goal is to increase network resilience against evolving threats from foreign adversaries while maintaining flexible standards that can adapt to new technological challenges.
