Senegal Assembly pushes presidential asset and secret funds reforms and inquiries

The Senegalese National Assembly’s Bureau, chaired by Ousmane Sonko, met on 17 and 23 July 2026 to consider a slate of legislative proposals. Deputies approved a draft amendment to article 37 of the Constitution to tighten the declaration of the President’s assets, and a law to regulate special credits and other secret state funds, aiming to improve transparency and control of public finances.

At the same session, six parliamentary commissions of inquiry were authorized. The investigations will cover alleged mismanagement of land allocations and maritime public domain, irregularities in state‑owned property sales, the use of total‑return swap mechanisms by the government, procurement issues in the "One student, one computer" programme, losses of public revenue and the issuance of fishing licences. The Assembly has referred the proposals to the President and the Minister of Justice for formal opinions, signalling a potential shift in Senegal’s governance and fiscal oversight.

These steps are part of a broader parliamentary effort to reinforce institutional checks amid ongoing political tensions.
