Senegal constitutional revision sparks civil group calls for transparency and dialogue

President Bassirou Diomaye Faye has launched a constitutional revision in Senegal that would create a constitutional court, expand the prime minister’s powers and bar the president from leading a political party. The Constitutional Council issued its opinion on 13 May 2026, approving the draft but imposing corrections such as locking the presidential term‑limit provision and rejecting an oath “according to one’s confession”.

On 22 June 2026 the Forum Civil released a statement urging the executive and legislature to prioritize dialogue, respect the Council’s decisions and make the president’s opinion public. The group complained that neither the National Assembly nor the Presidency disclosed the content of the president’s response, warning that the lack of transparency could fuel institutional dysfunction. It called for compliance with the Council’s observations, the avoidance of a destabilising revision, and the reinforcement of republican values ahead of the commission hearing scheduled for 24 June and the plenary vote on 29 June.
