Senegal judiciary issues first indictments for 2021-2024 political violence
The Dakar High Court has issued its first indictments regarding political violence and repression in Senegal occurring between 2021 and 2024. These legal actions follow a complaint filed by activist Pape Abdoulaye Touré.
Several individuals have been charged, including a security agent from the Cheikh-Anta-Diop University campus who has been placed in pre-trial detention. Two other individuals, including a member of former Youth Minister Pape Malick Ndour’s security detail, have been placed under judicial supervision.
Prosecutors are utilizing the classification of crimes against humanity, including acts of torture, to bypass a general amnesty law passed by the National Assembly in March 2024. This legal strategy allows the judiciary to address the most severe allegations of violence and human rights abuses.
In separate developments within the same investigation, Ibrahima Diaw and Djibril Gaye have been placed in custody. Diaw is being prosecuted in connection with the 2023 death of Mamadou Ndiaye, while Gaye faces charges related to acts of torture. Amnesty International has welcomed the judicial progress while calling for further investigations into law enforcement conduct.
