Senegal Customs Director testifies before parliamentary inquiry

Malick Mbaye, the Director General of Customs, testified before a Senegalese parliamentary inquiry commission on Friday, October 16, 2026. The commission, chaired by Deputy Saliou Ndione, is investigating tax and customs exemptions.

During the hearing, Mbaye and Colonel Malang Diédhiou discussed the legal foundations of exemptions, processing procedures, and control mechanisms. Mbaye clarified the distinction between suspensive regimes, which defer tax payments, and exemptions granted to specific sectors such as agriculture, health, and education. He also addressed concerns regarding revenue loss, the tracking of goods under economic customs regimes, and the prevention of destination diversion.

To ensure rigorous management, Mbaye highlighted modernization efforts, including the digitalization of procedures through the Economic Customs Regimes Management (GRED) module and the computerization of litigation. He emphasized the use of mixed brigades and post-clearance monitoring to enhance surveillance.

Following the testimony, Waliou Diouf Faye praised Mbaye’s approach to public service, citing his focus on competitiveness, efficiency, and administrative performance as a model for other Senegalese civil servants.
