Senegal National Assembly postpones Prime Minister's policy statement

The Senegalese National Assembly has issued a clarification regarding the scheduling of Prime Minister Ahmadou Alhaminou Mohamed Lô’s General Policy Statement (DPG), effectively postponing the event originally proposed for September 1, 2026.

A procedural dispute has emerged between the executive and legislative branches. While President Bassirou Diomaye Faye issued a decree convening an extraordinary session starting September 1 at 10:00 AM with the DPG as the sole agenda item, the National Assembly Bureau maintains that the September 1 session will be strictly technical. According to the Bureau, this initial meeting will only cover the session opening, quorum verification, and immediate adjournment.

The Assembly argues that the executive has demonstrated a “misunderstanding of parliamentary procedures.” They cite constitutional and internal regulations requiring that the legislature be notified at least eight days before the date of the DPG is set. The Bureau clarified that the authority to fix the specific date for the plenary session rests with the Conference of Presidents, not the Prime Minister. Consequently, a new date for the Prime Minister’s policy declaration will be determined following subsequent institutional meetings.
