Senegal faces critical debt challenges and IMF negotiations

Senegal is facing a significant debt challenge, with total debt reaching approximately 26.4 trillion FCFA. To unlock essential funding from the International Monetary Fund (IMF), the government must demonstrate that its debt trajectory is sustainable. This task is complicated by the revelation of previously undeclared debts, which has pushed the debt-to-GDP ratio to roughly 130% when including state-guaranteed debt and public enterprises.

President Bassirou Diomaye Faye has indicated that the government aims to address the debt situation in the coming months. While officials have avoided the term “restructuring” due to political sensitivities, potential measures include extending maturities or lowering interest rates. France and China are identified as the primary bilateral lenders and will likely play central roles in any negotiations regarding debt relief or concessions.

The fiscal situation is further pressured by rising arrears and increased energy subsidies, which have contributed to a projected deficit of 7.6% of GDP. The ongoing debt debate in Senegal is viewed as a significant moment that could serve as a lesson for other African nations facing similar cycles of borrowing and rising financial charges.
