Senegal Justice Minister initiates dialogue with civil society
Senegalese Justice Minister Moussa Sarr has launched an annual dialogue with civil society organizations in Dakar to strengthen cooperation on human rights, democracy, and good governance. The initiative aims to create a permanent, inclusive relationship between the state and non-governmental organizations to better inform public policy.
During the launch, Minister Sarr acknowledged existing judicial challenges, including corruption, slow procedures, and limited access to justice for the impoverished. To ensure accountability, the ministry announced that an annual report will be produced to track the implementation of recommendations and measure progress.
A key focus of the discussions was the protection of whistleblowers. While noting that existing law allows for reporting through internal referents or the Office National de Lutte contre la Fraude et la Corruption (OFNAC), Sarr emphasized the need for effective protection for those acting in the public interest. He drew a distinction between legitimate whistleblowing and personal vendettas, stating, ‘Whistleblowing serves the general interest; denunciation serves a grudge or a particular interest.’
