Senegal National Assembly investigates land management irregularities

A parliamentary commission of inquiry in Senegal has begun auditing land management practices following reports of irregularities in various allotments and the maritime public domain. On October 21, 2026, the Director of Domains, Mouhamed Moustapha Dia, testified before the commission presided over by Deputy Oumar Sy.

The investigation focuses on land allocation procedures in several key areas, including Dakar, Thiès, Mbour, and Saint-Louis. Specific scrutiny is being applied to the Mbour 4 project and the New City of Thiès, specifically in locations such as Fandène, Notto, and Keur Moussa.

Testimony revealed that technical committee findings identified significant procedural failures, such as the absence of prior site assessments in the Mbour 4 case. Furthermore, the commission noted insufficient involvement from certain municipalities during the planning processes for Thiès. Notably, the investigation has identified that several well-known public figures and influential personalities are among the beneficiaries of land allocations in these contested zones.
