Senegal National Assembly moves to regulate special funds
The Pastef party has reintroduced a proposal to the Senegalese National Assembly regarding the regulation of special funds. Following a previous text being censured by the Constitutional Council, the new initiative seeks to establish a more precise framework for the use of these credits rather than their total removal. The proposal aims to restrict the allocation of these funds to national defense, internal and external security, intelligence, and specific diplomatic actions.
The new legislative approach is designed to align with organic laws regarding finance, addressing previous concerns regarding regulatory overreach. This reform is expected to strengthen parliamentary oversight through the National Assembly and its finance commission.
In a related development, the Bureau of the National Assembly has adopted a decree to regulate its own special expenditures. This measure aims to ensure transparency, traceability, and control by distinguishing institutional actions from political activities. The decree specifies beneficiary categories, eligibility conditions, spending caps, and payment modalities, while explicitly excluding political activities from the scope of these funds. Pastef has welcomed these measures, noting they align with public demands for accountability.
