Senegal National Assembly rejects government amendments on special funds
The Senegalese National Assembly has rejected all government amendments regarding the regulation of special funds, instead adopting an organic law proposal that strengthens parliamentary control over these credits. During the session on October 1, 2026, Minister of Justice Moussa Sarr attempted to use a ‘blocked vote’ procedure to ensure legal consistency and compliance with UEMOA directives, but the legislature dismissed these efforts.
Opposition deputies, including Ayib Daffé, criticized the government's arguments as mere ‘legal jargon’ intended to bypass commitments made to the public. The debate centered on whether special funds should remain an autonomous budgetary category or be integrated into the general allocations for constitutional institutions.
In a separate legislative matter, the Assembly also addressed a proposal regarding health in prison environments. Opposition members Thierno Alassane Sall and Abdou Mbow attempted to suspend or postpone the debate, citing political tensions, a lack of compensatory revenue proposals, and concerns over the current political climate. However, the Assembly rejected these preliminary motions and proceeded with the examination of the text.
