Senegal parliamentary commission begins inquiry into student computer program

A parliamentary commission of inquiry in Senegal began hearings on Monday, October 5, 2026, regarding the ‘One student, one computer’ program. Led by Deputy El Hadji Gueye, the commission aims to investigate the program's governance, financial structure, and the procurement and execution of contracts to identify potential irregularities.

The first day of hearings included testimony from three key figures: Mame Penda Ba, former Director of Financing for Higher Education Institutions; Seynabou Samb Tosco, a coordinator from the Public Procurement Regulatory Authority (ARCOP); and Mamadou Cellou Diallo, coordinator of the program's management office and co-founder of the ‘Sama PC’ initiative.

Deputy Gueye emphasized that the investigation is intended to establish facts through documented evidence and testimonies rather than to presume guilt. Key areas of focus include the functioning of the steering and monitoring committees, adherence to the Public Procurement Code, and the verification of financial documents and payment procedures.
