Senegal Ministry of Health: Two officials arrested for embezzling millions
Two officials from the Senegalese Ministry of Health and Public Hygiene have been arrested for allegedly embezzling funds intended for medical students. The Division des Investigations Criminelles (DIC) identified a fraudulent scheme that targeted internship allowances for seventh-year medical students.
Reports indicate that the fraud, which may have been active since 2021, was uncovered in 2025 by a new human resources manager. The suspects, identified as Pape Abdourahmane Diakhaté and Alioune Sy, allegedly manipulated payment files to redirect funds via mobile money. They reportedly used their own phone numbers and those of several relatives to receive the transfers. Once the funds were received, the relatives allegedly returned the money to the two agents.
Estimates of the embezzled amount vary between 178 million and 390 million FCFA. The suspects face charges including conspiracy, embezzlement of public funds, forgery, and money laundering. During questioning, the suspects reportedly claimed that a portion of the funds was used for social works in the Grand-Dakar and Mbao neighborhoods.
