Senegal political debate intensifies over special funds oversight

Debate is intensifying in Senegal regarding the management and oversight of special funds. Liberal leader Hawa Abdoul Ba has called for a focus on the substance of the issue, noting a conflict between the Government, which seeks to maintain discretion for social interventions, and the National Assembly, which aims to strengthen regulatory control and transparency.

This legislative tension follows a Constitutional Council decision on August 25, 2026, which ruled certain proposals regarding the legal regime of special credits inadmissible. A new organic law proposal (n°38/2026) to modify the Organic Law on Finance Laws (LOLF) was scheduled for examination by the Finance and Budgetary Control Commission during a special session.

Deputy Amadou Ba has also raised concerns regarding the potential political use of these funds. He questioned whether special credits could be used to facilitate political alignments with figures from the previous administration, suggesting a contradiction between the current government's rhetoric of rupture and its recent political maneuvers.
