Senegal political funds debate: Technical analysis of Prime Minister budget
Youssou Diallo, President of Club Sénégal Émergent, has provided a technical analysis regarding the debate over political funds within the Prime Minister’s office in Senegal.
Diallo argues that the cash received by a Prime Minister or Deputy Chief of Staff after a Treasury check is processed by the Presidency does not technically constitute political or special funds. Instead, he describes these as liberalities provided by the President using his own political funds.
Regarding the Prime Minister’s office, Diallo notes that the 2026 budget contains no official line item for ‘political funds’ or ‘special funds,’ supporting the view held by Aly Ngouille Ndiaye. He points out that the budget includes a category for ‘current transfers’ (transferts courants), which was reportedly allocated 8.5 billion FCFA. Diallo suggests that while Ousmane Sonko may refer to these as political funds in a political communication context, they cannot be justified under that name within official budgetary nomenclature.
