Senegal President Diomaye Faye appoints Abdoulaye Niane to lead DER/FJ in wide government reshuffle

President Bassirou Diomaye Faye approved a series of senior appointments at the Council of Ministers on 1 July 2026. Abdoulaye Niane, a fiscal expert, was named Delegate General of the Délégation générale à l’Entrepreneuriat rapide des Femmes et des Jeunes (DER/FJ), replacing Aïssatou Mbodji. The reshuffle also saw Faly Seck become President of the Haut Conseil du Dialogue social, Mamadou Gueye take a seat on the Fonds de Garantie Automobile board, and Thierno Seydou Ly assume the directorship of PETROSEN Holding SA, among other changes at the ministries of the Interior, Communication, Telecommunications, Mines and Culture.

The appointments signal a shift toward technical expertise in key state agencies, particularly in the DER/FJ, which is central to Senegal’s policies on women’s and youth entrepreneurship, financing of micro‑ and small‑scale enterprises, and economic inclusion.
