Senegal prosecutor investigates potential crimes against humanity

The Dakar Prosecutor's Office has launched a major investigation into politico-judicial violence in Senegal occurring between 2021 and 2024. Due to the scale and systematic nature of the events, authorities stated that some actions may be classified as crimes against humanity.

Investigations conducted by the National Gendarmerie's research section have provisionally identified 76 deaths, including 41 in the Dakar region. Additionally, more than 200 individuals are reported as victims of torture or inhumane, cruel, and degrading treatment. Investigators have interviewed 166 victims and witnesses and reviewed medical documentation, uncovering evidence of murder, persecution, and torture.

On September 23, 2026, five suspects were indicted for crimes against humanity, torture, and murder. This includes four individuals suspected of torturing Pape Abdoulaye Touré and one individual involved in the death of Mamadou Ndoye, who was reportedly struck by a police vehicle in Bargny. While two suspects were placed in custody, the prosecutor has appealed the decision regarding the other three, who were instead placed under judicial supervision or electronic house arrest.
