Senegal and IMF reach principle agreement for $2.2 billion economic program

Senegal and the International Monetary Fund (IMF) have reached a principle agreement for a new three-year economic program. The deal, valued at approximately 2.2 billion dollars (roughly 1,243 billion FCFA), is intended to restore investor confidence and stabilize the nation's macroeconomic framework.

The program is subject to final approval by the IMF Board of Directors. It involves a debt treatment process, with Senegal expected to engage with the G20 Common Framework to manage its obligations. While the agreement aims to provide a path toward debt sustainability, it has sparked significant domestic debate. Some experts, such as economist Dr. Mouhamed Ndiaye, view the deal as a vital signal for restoring economic credibility and mobilizing development financing.

However, the announcement has faced criticism. A group of 191 academics and political figures has raised concerns regarding the clarity of public finances and the necessity of debt restructuring. Additionally, Standard & Poor's downgraded Senegal's credit rating shortly after the announcement. The program also includes discussions on fiscal reforms, such as the gradual transition of energy subsidies toward more targeted support for vulnerable populations.
