Senegalese business groups demand protection against unfair competition and port costs
Three major Senegalese private sector organizations—UNACOIS, ACIS, and CEATLCS—have issued a joint alert regarding the economic instability facing local businesses. During a press conference in Dakar, representatives denounced unfair competition driven by the influx of subsidized and under-invoiced products, as well as the dominant market positions of large foreign groups and an untaxed parallel economy.
The organizations highlighted severe logistical issues at the Port of Dakar, describing it as a site of organized extortion. They cited unilaterally fixed tariffs by shipping companies, container delays lasting up to 21 days, and high demurrage fees. They estimate that logistics and para-fiscal costs can reach up to 45% of merchandise value.
To address these challenges, the groups are calling for the activation of safeguard measures, the creation of an independent competition authority, and an independent audit of port service tariffs. Additionally, they are demanding a formalized public-private dialogue framework, coordinated by the Prime Minister, to ensure the private sector—which accounts for over 80% of national investment and employment—is included in public decision-making.
