Senegalese labor unions dispute CDC layoffs and hold talks with Minister Dianté

The Collective of Laid-off Agents of the CDC Group (CAL/CDC-Groupe) has issued an open letter to Mamadou Lamine Dianté, the Minister of Civil Service, Labor, and Public Service Reform, disputing his claims that the situation regarding laid-off employees at the Caisse des Dépôts et Consignations (CDC) and its subsidiary, CDC-Habitat, has been resolved through compensation.

The collective argues that the Minister’s characterization of the departures as “negotiated” is inaccurate. They claim that at CDC-Habitat, employees were verbally notified of contract terminations in January 2025 and pressured into signing separation protocols without sufficient time for legal consultation. At the parent company, CDC, agents report being presented with non-negotiable departure protocols following the announcement of a social plan via social media.

In a separate development, Minister Dianté met with a delegation from the Front Syndical pour la Défense du Travail (FSDT) to discuss labor concerns. This meeting follows the commencement of a 72-hour general strike by the FSDT, which includes 13 major labor structures, aimed at addressing various issues within the workforce.
