Senegal's ASER Director Jean Michel Sène Under Financial Investigation

Senegal's financial prosecutor has opened a patrimonial investigation into Jean Michel Sène, the director general of the Agence sénégalaise d’électrification rurale (ASER), as part of the ongoing AEE Power case. Authorities have requested asset information from the land registry, tax authority, notaries and banks. Other individuals named in the probe include Seydou Kane and José Ángel González.

The investigation stems from a complaint filed on 17 September 2024 by the administrator of the Spanish company AEE Power EPC SA, accusing the administrator of AEE Power Senegal and its project manager of attempted fraud, forgery and fraudulent administrative acts. A judge was appointed on 23 March 2026 to lead the inquiry. A separate criminal‑investigations division opened a second case on 6 January 2025 concerning a suspected false receipt of 918 339 800 FCFA linked to the AEE Power‑ASER contract, which prosecutors say is clearly connected to the first case and may be merged. An additional complaint was lodged in October 2025 alleging further fraud and misuse of public funds.
