Senegal's CDC requires structural reform, says Lansana Gagny Sakho

Lansana Gagny Sakho, President of the Cercle des administrateurs Publics, is calling for structural reform at Senegal’s Caisse des Dépôts et Consignations (CDC). In an article published by SenePlus, Sakho argues that the institution’s current challenges stem from flaws in doctrine, governance, and institutional positioning rather than individual leadership.

Sakho contends that the CDC has allowed the creation of various subsidiaries to replace a cohesive strategy. He suggests that the institution needs a reformer rather than a standard Director General to redefine its core business and clarify its role alongside other public entities like FONSIS and APIX. He raises critical questions regarding the criteria for creating and maintaining subsidiaries and their actual value to the national economy and depositors.
