SENELEC infrastructure theft ring dismantled in Senegal

The Criminal Investigation Division (DIC) has dismantled a criminal network involved in the theft and sabotage of SENELEC electrical infrastructure in Senegal’s Rufisque department. Seven individuals have been arrested following a series of burglaries and acts of vandalism targeting electrical stations in Diamniadio, Kounoune, Sangalkam, and Sébikotane.

The investigation was launched after SENELEC filed a complaint on September 21, 2026, following reports of power disruptions from local residents. Suspects admitted to carrying out several looting operations between May and September 2026 for profit. The group included the alleged ringleader, A. Diallo (alias ‘MCI’), and several accomplices.

Authorities also identified suspected receivers of the stolen goods. A search of the warehouses of a company named Plastika Africa, managed by B. Pankaj and L. Diop, led to the discovery of electrical cables believed to have been stolen from SENELEC installations. The suspects are expected to appear before the prosecutor in Rufisque.

Separately, SENELEC has announced potential power disruptions in Dakar between October 3 and October 5, 2026. These outages are due to planned technical work at the Bel-Air substation, involving the installation of new, modern equipment supported by the Millennium Challenge Account to improve network reliability.
