Seo Young-seok proposes expanding narcotics theft prevention duties

South Korean lawmaker Seo Young-seok has proposed an amendment to the Narcotics Control Act to expand theft and leakage prevention requirements to all types of narcotics. Currently, legal obligations to prevent theft and leakage are limited to medical narcotics.

This limitation creates a regulatory loophole for other substances, such as narcotic standards, raw pharmaceutical ingredients, and narcotics used for academic research. The proposed amendment aims to ensure that all narcotics, regardless of their intended use or form, are subject to the same strict management standards to prevent illegal distribution.
