Seohae-gu and Geomdan-gu face budget dispute after Incheon reorganization

Following the administrative reorganization of Incheon's Seo-gu into Seohae-gu and Geomdan-gu, a significant budgetary dispute has emerged between the two new districts. Seohae-gu is demanding a settlement of approximately 58.1 billion won, claiming that expenditures in the Geomdan area from January to June exceeded the revenue secured for that region.

Geomdan-gu has contested this amount, arguing that the calculation must distinguish between costs directly related to the administrative split and routine administrative expenses, such as personnel and community center operations, that were part of standard services. Both districts face financial pressure regarding essential operating costs and infrastructure development.

Seohae-gu District Head Gu Jae-yong has stated that stabilizing finances is a top priority to ensure essential services and welfare payments are not disrupted. He is actively negotiating with Incheon Metropolitan City to resolve the fiscal gap caused by the reorganization. Meanwhile, the district plans to accelerate urban redevelopment in older residential areas and manage large-scale development projects in new cities like Cheongna and Luwon.
