Seohae-gu Council proposes new rules for overseas business trips
Gong Jeong-suk, Chairperson of the Seohae-gu Council Steering Committee in Incheon, has proposed an amendment to the Seohae-gu Council Overseas Business Trip Rules. The amendment aims to enhance transparency and accountability in the management of official overseas travel by aligning with standard local council guidelines.
Key provisions of the proposed amendment include mandatory disclosure and recusal of interest for review committee members to ensure objectivity. It also establishes specific restrictions on overseas travel for council members nearing the end of their terms and imposes a maximum two-year travel ban on individuals who have faced disciplinary action or repayment orders.
Furthermore, the amendment mandates that audits or investigations be requested if illegal or improper activities are discovered during the review of trip reports. To protect administrative staff, the proposal includes new provisions allowing employees to refuse illegal or improper instructions regarding overseas trips without facing professional disadvantages.
